Earlier this month, a 16-year-old driver was behind the wheel of a Mustang involved in a deadly car accident in Staten Island. According to NBC 4 in New York, the accident happened on a Sunday night and left three teens dead and others injured.

The incident took place just prior to 9 pm at the intersection of Richard Avenue and Hyland Boulevard. The Mustang and a black SUV collided at the intersection. A 15-year-old girl, 16-year-old girl, and 15-year-old boy were all killed in the wreck. The 16-year-old driver of the Mustang was taken to the hospital with serious injuries. The driver of the black SUV was also taken to the hospital, but reportedly only suffered minor injuries.

At the time of this report, law enforcement was still investigating and hadn’t determined what caused the collision. In New York, drivers under 17, such as the 16-year-old driver involved in the above incident, are only allowed to drive with a junior learner’s permit. Drivers with junior learner’s permits are only permitted to drive between 5 am and 9 pm, and they must be accompanied by a driving instructor, parent, or guardian.

What Is a Junior Learner’s Permit?

Drivers in New York who are under 17 years old must have a junior learner’s permit before they can get behind the wheel. Junior learner’s permits have several restrictions. First, drivers with junior learner’s permits are not allowed to drive without a parent, guardian, or driving instructor in the vehicle with them. In addition, the parent, guardian, or driving instructor must be at least 21 years old and have a valid driver’s license. Second, drivers with junior learner’s permits are not allowed to drive in any of NYC’s five boroughs between 9 pm and 5 am.
